Cannot set NTFS permission

If I try to format a partition from disk management, the only choice is NTFS
(No FAT, FAT32 or the other choices). However, on those NTFS partitions, if
I right-click any folder and open property dialog box, there is NO
"security" tab so I cannot set any NTFS permission on files or folders.

How can I solve the problem?

My OS is Microsoft Windows XP [Version 5.1.2600].

I presume you have the Home edition of XP?
In Windows XP Home edition you do not have the standard possibilty of
security tabs.
Start XP in Safemode (F8 key during bootup) login as administrator. Now you
will have the 'security tab' available.
good luck

If you are using the Pro version of WinXP, make sure that Simple File
Sharing is disabled.
