Cannot send or receive email through Outlook 2003

Sunday, Oct. 8 the send and receive email functions ceased to work with
Outlook 2003.
The error message reads:
mail.comcast.net -- Receiving reported error (0x800408ff). 'Unknown error.'

and

mail.comcast.net -- Sending reported error (0x80042108). 'The operation
timed out waiting for a response from the sending (STMP) server. Contact your
ISP.'

I contacted my ISP, Comcast. They had me reconfigure my settings, and
everything checked out. Still was not able to receive or send email. A
technician suggested that I uninstall Outlook and reinstall, but I am lothe
to do that. Is there a fix that Microsoft has for this problem?

See if you can telnet to port 25 (or whatever port Comcast told you to
configure) of the SMTP server. If you can't, it's proof the problem is
Comcast's.
