Cannot send from oultlook express 6

I may be in the wrong group, but --I have comcast ISP- They say it works. I
disabled symantec email checker, stiill cannot send. I get "your server has
unexpectedly terminated the connection...socket error 10053 error #
0x800ccc0f
I then enabled Outlook as my default email, and same thing happens. I also
disabled the windows firewall
Any help??

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
