Cannot send emails

I am running Outlook 2007 on Vista, my ISP is British Telecom (UK)
I am unable to send any emails, I can recieve emails, in the bottom menu bar
an icon appears when I hover over it states: (Micrsoft Outlook is
synchronizing folders).
I also recieve error: 0x8004210b operation timed out waiting for a response
from SMTP server.
I have tried changing SMTP from 25 to 587 no joy.
I have tried extending timed out time.
Any Advice greatfuly recieved.

there is a suggestion that non Vista compatible antivirus software
may be screwing your system.

You wouldn't be using the notoriousl Norton or McAfee
anti Vista... oops... I mean anti virus crapware by any chance?
