cannot send e-mail

I am able to receive e-mail, but not send messages out. I get error code:The
connection to the server has failed. Server: 'smtp.mail.wowway.com',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number:
0x800CCC0E
I use VISTA
 
When you got that error message, was your PC getting its Internet
connection from Wowway?
As a general rule, the owner of the SMTP server must be the same as
the one providing your Internet connection at that moment.

The other possible reason for your trouble is the fact that you are
allowing AVG to scan your email, a bad practice. For more on this
