cannot send a webpage or web address

I cannot send with windows mail any web page or web address!
the message that i get: windows mail not well installed! and I have been told that i cannot reinstall windows mail since it is a part of vista, and that the only thing I can do is to update vista! anybody can tell me how to do all these manipulations? many thanks in advance

Go to default programs, either from the start menu or in Control
Panel>Set your default programs>wait for the list of programs to
populate>select Windows Mail and ensure that it is set as default.

Select Internet Explorer and do the same.

Also while in the Default Programs, click on "Set program
access and computer defaults." Select Custom, and
then select Internet Explorer. Then Windows Mail & Click OK.
