Cannot select a shadow style for a picture

When I select a picture and click on the shadow button, I am not able to
select a shadow style.

What am I doing wrong?

Add the shadow effect in your graphics editor.

I see no such "shadow" option on the pictures tool bar - perhaps it is
actually to apply a shadow to text, not to pictures.

The shadow option is on the drawing tool bar but the help instructions said
"Select the picture, AutoShape, WordArt, or text box you want to change and
2. On the Drawing toolbar, click Shadow Style , and do one of the following:
o Click the shadow style you want.
o Click No Shadow to remove a shadow.
so I thought it meant you could. I even tried selecting an object/rectangle
I drew and could not add a shadow.

any more help is greatly appreciated.

The shadow option on the drawing toolbar can only be applied to pictures
and shapes created with the drawing toolbar - and since these are VML
graphics which only display correctly in Internet Explorer, it is best
to never use these.
