Cannot see other PCs in Workgoup

All PCs are connected via network cable using Linksys router. I can ping all
devices on the network from any PC. I can access the interenet. The PCs
running XP have the following problem while the 1 PC running Windows 98 has
no problem. When I click on Network Neighborhood, it only shows the workgoup
the was defined in that PC. It does not show any other workgroup (we
experimented). When clickin on the workgroup an error message appears "Wdim
is not accessible. You might not have permission to use this network
resource. Contact the administrator of this server to find out if you have
access permissions. The list of servers for this workgroup is not currently
available.: I am assuming the real error is "The list of servers for this
workgroup is not currently available" One PC has only been on a workgroup
while the other was previously a member of a domain.
