Cannot see or access a folder on XP

I recently re-installed the software on my computer to
the factory condition. I was exploring my user folders
in the documents and settings folder of the c: drive. I
cannot see or acces my Local Settings folder even though
I know all of my temporary email attachments are going in
there. I even tried creating a local settings folder and
it tells me that there is already a folder with that
name. Any idea what's going on and why I can't see or
access this folder?

In Explorer go to Tools, Folder Options, View and check the settings for
hidden files/folders and system files.
