cannot see form buttons in Outlook 2007 email

I receive emails from a website. The emails are in html format which
contains a form. The form has accept and reject buttons. Using Outlook
2007, I cannot see the buttons.

I have found that if I use Save As and save the message as an html message
(separate file outside of Outlook) I have the same problem, but if I use View
Source and then save the email as an HTML file, I can see the buttons.

Is there a setting in Outlook which will allow me to use the email form as
it was intended?

No. Outlook 2007 does not support HTML form elements. You will need to open the item in your browser. Open the item, and then use the Other Actions | View in Browser command.
