Cannot save privacy settings (cookie settings) in IE6

I've ran virus scans / adware scans, removed the HD and scanned
on a clean system to make sure. Settings are just not being saved.

I trying to access hotmail. It errors out saying I need cookies
enabled. I enable it( press default button) ; apply and it shows it is
set, but when I try to access hot mail again, same error message and
the settings have reverted back to "custom"
I've tried setting everything in every tab to "defaut"
Doesn't help.
