cannot save icons to all users desktop

i work for a large facility. we have a large network and
recently purchased 400 new PC's configured with XP Pro.
We have multiple users connecting to each device 24 hours
a ady 7 days a week. We have programs and applications
that previously using windows 200 we were able to save
these shortcuts to all users desktop. We cannot give each
individual person Administrator or even power user acess
to the local machine. After setup and Ghosting these
devices when the user logs on the shortcuts do not work.
how do we configure a standard desktop for all users and
save these settings?
 
Does the local users group have the necessary security
permissions to the \All Users\Desktop directory? I had
the same issue, granting more access allowed usage of the
Icons.
