Cannot replace a bad Volume key with my good key

I've got a machine that has a known bad, discontinued, Volume license key and
I've tried to change the key with the Microsoft utility. It doesn't want to
take my known good key (we've got a Select license). Anyone have any tips on
getting the key changed without reinstalling the entire OS?
