cannot remove network printer from server and client computer

When I try to remove the network printer from client
computer or from server I installed before, the
restrictions message popup " The operation has been
cancelled due to restrictions in effect on this computer,
please contact your system administrator. But I am system
administrator.
Would you please help me to solve this problem?

Ignore my previous post. I hadn't seen this as it is in a second thread.

This is definitely a policy. I don't know which one though.
