Cannot remove folder from desktop

I copied the Start Menu Programs folder to my Desktop and dragged some of the
folders in it containing programs that I use frequently to my desktop. Then I
tried to delete the programs folder. Windows XP will not let me do this. I
changed the folder name and tried to delete it again, but I keep getting the
same error message, stating that the Programs folder is part of the OS and
cannot be deleted. It still calls the folder "Programs" in the error message,
although the new name for it appears on the desktop. Please tell me there is
a way to get rid of this without having to re-install Windows.
 
More info:

In a DOS window, I tried removing the read only atttibute (attrib -R) but
the OS still would not let me delete this file.
