"cannot open the clipboard"

Getting this error when attempting to copy in Excel. Get "cannot empty the
clipboard" when attempting to paste.
 
I started to get the error today, it happens when I try to select something
to copy in Excel, before I even get to the paste part. Then I can't copy
anything in any application from then on.

The last piece of software to go onto my machine was Wisetrack, an inventory
tracking database, SQL based, using a location of our HQ office as the data
source.

Has this created this mess? Nothing else has changed.
