by default Microsoft has ports 5631 tcp and 5632 udp
closed and to open them you have to enable the internet
firewall and manually add them, try as I might I am
unable to open the ports that I need to open. I run
netstat -a and am unable to see those ports in any mode.

I believe that these are the PCAnywhere ports. Are you trying to run
PCAnywhere and getting an error message?

.
Yes these are pcanywhere ports but when I run pcanywhere
and try to connect to it the host just tries and tries to
connect with no luck and no errors.

Is this XP firewall? Disable it and try again.(Drop XP firewall, go online
and try one of the popular free versions eg Zone Alarm or Sygate)Maybe first
you could try to turn logging on and viewing the result of the connection
attempt from client PCAnywhere. If there isnt a log item then perhaps the
client cant find the server. Look in help files for instructions.
Also, try breaking the Network Bridge between your local area connection
from whatever other ports its connected to while you test. You can always
reattach the bridge later if you need to - bridging's not essential in
simple network setups.
