Cannot open links in emails I receive on Outlook

when receiving emails with a link to open I am unable to do so, I get the
following message appear...
Microsoft Outlook
"This operation has been cancelled due to restrictions in effect on the
computer.
Please contact your system administrator."
This is a new computer (4 months old running Vista home Premium) up until
today everything had been working correctly.
Any help would be appreciated.

I suddenly developed the same problem tonight and the "fix" did not work at
all. whereto now?
