Cannot open links from Outlook Express

Hello,
I no longer can open any links from outlook express. If I
click a link nothing happens, IT doesnt even open any
window. I cleaned a bunch of programs from my computer and
I was wondering if I got rid of a file that would cause
this?
Any ideas?
