cannot open .exe

I think this is the result of a registry cleaner, i have
been cleaning out my system and seem to have messed
things up, i now cannot open any .exe files, when i right
click on an .exe there is no "open" option, i may have
removed something i shudn't, now i can't even open the
registry cleaner itself to restore what i changed, will a
restart restore the registry entries?

No, a restart will not restore the registry entries. Using System Restore
might, from the last working point.
