Cannot open encrypted file after changing password

I have two files encrypted by checking the "Encrypt contents to secure data" option on the Advanced... tab. After I changed my password, I cannot open either of them. The popup dialog tells me Access denied, and I could not uncheck the option

After I requested our IT support department to reverse my password to the previous password, then I can open them. My system is XP Professional and under Microsoft Windows Network

Is this the expected behavior or something else? Is the private key associated with the password at the time when the file is encrypted

Do the computer have all the latest updates including Service Pack 1?
Are you changing the password or resetting the password?
Do not reset the password.
