Cannot open Control Panel

I have a user who cannot open Control Panel. The subprograms seem to run from the Start>run. He can bring up the user wizard for instance by running 'control userpasswords' Is there a link I need to look for to restore the control panel it's self??
 
Have you given all users permission/administrative rights
Start/Control Panel/Users
