Cannot make a new user

Adding a new user does not make a intry (profile map) in "Documents and
Settings" without no errors. Log in with the new user gives a pop-up saying
that a file cannot add to the profile (no wonder) and that the system cannot
laod the profile because the process is busy.
What to do?

How did you verify? Event Viewer may reveal something.

Adding a new user will ***not*** create a new folder in
"Documents and Settings". The new folder is only created
when the new user logs on for the first time.

The question therefore is: Can you create a new user or do
you get an error message already at this stage? Depending
on the answer, your problem might be a corrupted SAM
or a corrupted "Default User" folder.
 
You are righ. Adding a new user will ***not*** create a new folder in
"Documents and Settings". I can create a new user without an error message .
Logon with the new user gives the errors.
 
You might want to check Permissions on the Doc and Settings" folder. Or
have you tried making the User an Administrator prior to the first Login?
