Cannot logon

When I start Windows the logon screen comes up as expected. However, when I
try to logon the system simply reboots and brings me back to the logon
screen. What is going on here and how might I solve the problem? I can boot
up in safe mode but when I try to run System Restore, it tells me that
System Restore is turned off for safe mode.
Any ideas as to how one should proceed?
