Cannot Login to a laptop with Windows XP

The login screen says to select a user but no users are shown. If you CTL-ALT-DEL to get to the login prompt, the administrator account does not work. I suspect a corrupt SAM database. How do I repair it

You boot the machine with your WinXP CD to get into the Command Console,
then rename the SAM file to something else.

I forgot to say: This will leave you with the "administrator" account, with
a blank password.

It may also cause you to lose access to any EFS encrypted files and any stored passwords may be lost.
