cannot log on

I dont what edition of XP I have but I deleted both users
accounts and now I cannot log on. Is there a master
password or something to get in. thanks.

When you start the machine, repeatedly press F8. If it's WinXP Home this
will get you into Safe Mode with access to Administrator. If you get to a
blank Welcome screen you probably have WinXP Pro. Press Ctrl-Alt-Delete
twice.

Have you tried to log into Safe Mode and create new
account?
Safe mode usually logs you in as Administrator and then
you can create accounts from there
