cannot log on to Windows XP

Whenever I try to log on to Windows XP it starts "loading
your settings" then immediately starts "saving your
settings" then logs me off and takes me back to the log on
screen. I've tried to do a system restore, and to start
in safe mode but get the same results .... Please HELP!!
