Cannot log into XP PRO - keeps logging off!

I cannot log into Windows XP Pro. When I get to the login screen, I type in my password, it says it's loading my settings, I see my wallpaper for a millisecond, then it says "logging off - saving your settings," and I'm right back to the login screen. This happens no matter which user logs in. I have even tried re-installing the OS - no luck.
