Cannot locate the Internet server or proxy server

I have a test/target PC running an Access app via RUNTIME Access Enironment.
When trying to open a web link I get the error message: "Unable to open
http://whatever.com/some_page.htm.
Cannot locate the Internet server or proxy server."

The link works fine on my development PC and on another test/target PC using
FULL ACCESS environment.

HELP...running out of time!

I don't know which version of Access you are running, or all the specifics
of your setup, however, the following KB article deals with the particular
