cannot load user's profile - detail: access is denied

When logging in to Windows XP, the following error message appears:

cannot load user's profile will load the system default profile, etc.
Detail: access is denied
This happens when logging in as a user and as administrator.

I cannot see any profiles when I explore all users, but if I look in User
Profiles under System Properties, Advance I can see all profiles on pc.

Any suggestions?
