Cannot Launch C:\Windowws\System32\msiexec.ece Access is denied

I tried to install Office 2003 after uninstalling Office XP. Then I had the
following error. Cannot Launch C:\Windowws\System32\msiexec.ece Access is
denied.
I am using Windows XP Pro and am not sure if I have tried to install
something after installing SP2 so I do not know if this problem was caused by
SP2. I uninstalled SP2 but had same problem. I am using administrator
account. Can anybody help me on this? I have the same error when I tried to
install Office XP too. So it is windows installer problem, I guess.

There is a cleanup utility available for Office XP, (but does not work for
Office 2003)
