Cannot Install XP Fax

I have XP Home SP2 and have tried to install XP Fax but cannot. After much
serching I find that Microsoft Artical 884018 "You cannot add a Windows
component in Windows XP"
http://support.microsoft.com/?id=884018#kb3 describes my problem exactly
and sugests I contact them for a Hot Fix but my XP Home is an OEM version so
no free suport.
Is there a way I can fix this problem without the hotfix or where can I get
the hot fix without charge.

If you contact Microsoft support and specifically mention
that particular hotfix, they will not charge you for it.
