Cannot install valid windows installation package (msi file)

I am trying to install a valid AutoCAD msi file.

I am using XP Professional.

I keep getting error: "This installation package could
not be opened. Contact the application vendor to verify
that this is a valid windows installation package."

I repaired the Blaster worm several months ago if this is
a related issue. I today looked at the UCONN fix for
Windows Installer

but my computer does not recognize InstMsiW.exe

P.S. Are you right-clicking on the file and selecting "install"?

I tried Kelly's fix #94 and I am right clicking; however
I still cannot install this AutoCAD msi file. (According
to Autodesk, this is a valid file) ... Could the problem
stem from Outlook Small Business XP? Every time I try to
shut down the computer, I have to manually click off
outlook several times before I can shut down.

I am having the same problem with the same program. I
know that the file is valid because I was able to load
the program from the same disk on another computer that
has XP Pro. The difference in the computers is one is an
IBM IntelliStation P2 866 mhz running XP Pro (it loaded)
and the other is HP Pavillion P4 2.6 ghz running XP home
(it did not load).

Any ideas? Personally I don't think it is the windows
installer program or the ACAD file. Heard rumbling that
the problem is in the P4 2.6 chip
