Cannot install IE 6, w2000 wanting reboot

Cannot seem to install any software becuase w2000 is
waiting for a previous install that requires a reboot?
Installed SP4 yesterday successfully but it will not let me
install IE6 or Visual Studio .net.
The machine has been rebooted numerous times with same
result. Is the configuration that will allow us to override
the outstanding install it thinks it requires a reboot for ?

Manually rename the PendingFileRenameOperations registry entry. To do this, follow these steps:

Click Start, and then click Run.
In the Open box, type regedit, and then click OK to start Registry Editor.
In Registry Editor, locate and then click the following registry subkey:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Session Manager

Under Name in the right pane of Registry Editor, rename the PendingFileRenameOperations registry entry.

Also, verify that the following registry subkeys are empty:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnce

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnceEx
