Cannot install hardware

Every piece of hardware I try to install results in a
error. They come back with data invalid, and when you
check them in device manager, it says error code 28.
There has been a problem with the HP Laserjet 4Plus,
Epson Photosmart printer, and a usb card reader. The
knowledgebase has not been of any help. I have tried to
reload the drive.cab file in the driver cache folder.
