Cannot instal Windows Installer 3.1l

I need someone's help before I go crazy!! I had to reinstall Windows XP as my
PC crashed. I did not do a full installation, just repaired the existing
program. However, anytime I reboot the pc I get the following message
"upgrades were not able to be installed" The only upgrade that I see is for
the Windows Installer 3.1. Obviously, if I can't upgrade the installer, I can
not receive any of the most recent upgrades (to reinstall windows, I used the
CD sent to me by Dell with my computer). Although it includes SP2, it's about
two years old so I guess there are several upgrades that my pc needs. Needles
to say, I have tried several suggestions (clean up temp files, cookies, etc.,
and install the program manually). I will be extremely thankful If anyone can
help.

A repair install tends to leave large sections of the registry intact - this
is why you don't lose installed programs. Consequently, registry damage
preventing installations from occurring may be completely ignored.

Try downloading the installer from here and then running the install
locally, not from Windows Update. Watch carefully for any error messages.
