Cannot immediately delete files

Does anyone know how to fix this? - it must just be
timing of the network or something. Perhaps XP is too
fast.

When working with files on the network, i.e. if I just
accidentally create a folder and I want to immediately
delete it, I get the message:

"Cannot remove folder New Folder: It is being used by
another person or program. Close any programs that may be
using this file."

.... which is really annoying because you usually have to
wait a day or two to be able to delete it.

since this is an issue related to network file sharing, you might want to
contact your sysadmin for this. If you are one, on the server, check to see
if you still connected to that folder. maybe not you but the system process
is (explorer.exe). kill explorer.exe and restart it again.
