cannot hide tray icons

Even though I
1) right click start
2) click properties
3) click the taskbar tab
4) uncheck and recheck the hide inactive icons check box
5) click apply
6) click OK

the icons on the lower right hand tray don't hide and the
control to hide the icons (>) and to unhide the icons (<)
no longer appear.

Please help me with this problem. Thanks, everyone.
