Cannot get pop-ups from a sevice I am using

I am not running to my knowledge any pop-up software and
I cannot retrieve the pop-up mail and profiles from a
servie I subscribe to. Are their inherent pop-up blockers
with IE?

No, but some anti-virus programs and firewalls have options to block popups.
