cannot get outlook xpress to run on xp

frieda

had a power surge. installed new harddrive. used compaq
restore discs that came with it. outlook xpress won't
work, cannot upload netscape. cannot use "install"
program.
outlook xpress error message : 0x800ccc0d
2 friends have same problem.
any suggestions?
