Cannot get endnote to go to the end of section

I am trying to troubleshoot a user's issue with endnotes. She created or
setup different sections in a document. She added over 200 endnotes. It was
indicated through the Footnotes / Endnotes dialog box to place the endnote
location at the end of the section. Also, she indicated to restart the
numbering after each section and to apply to the whole document. The
endnotes are still placed at the end of the document and not at the end of a
section.

Does anyone have any ideas what to do, or what to further troubleshoot? I
removed and replaced sections breaks (next page), I inserted and intered in
new endnotes, I tried to remove the endnote separaters and also tried to
remove the endnote continuation notice - which by the way, the paragraph mark
for that will not go away.

Not sure what else to do at this point.

In each of the sections where the endnotes are *not* appearing, go to the
Layout tab of Page Setup and clear the check box for "Suppress endnotes."
