Cannot format third drive

I installed Win2K Pro on a 160G hard drive after partitioning thus:

1. 5G system partition
2. 10G Program Files partition
3. 60G Data partition

After formatting 1. & 2. with NTFS, I tried to format the Data partition
with FAT32 (because I'd like to access the files using Linux as well).
However I keep getting the error "Windows was unable to complete the format"
seemingly at the end of the formatting.

I've received XP systems on FAT32 drives before, and 2K seems to give me the
option of formatting FAT32. Is there something I'm doing wrong?
