cannot format hard drive

Hello to all.

I am trying to format the c drive but am having problems.
When i try to format the computer says the
following:

"format cannot run because the volume is in use by
another process. Format may run if the volume is
dismounted first.
All opened handles to this volume would then be invalid."

It then asks me if i would like to force a dismount on
this volume. When i try to force a dismount it tells me
that
it "cannot lock the drive. The volume is still in use."

Does anybody know how to overcome this problem?? how can
i format my hard drive??

first of all if c drive is your boot up ram you cannot format it while it is runnung, its like trying to change a tire while driving the car it aint happening if ya want to format your going to lose everything on that drive including your windows, the only way you can format it is from another boot up drive running other windows or other os or from the windos cd or a floppy boot up format c: from either a me boot up or a 98 boot up then when you reload windows like xp you have to format again to ntfs but tunning format c from windows aint going to happen
 
- Boot your machine with your WinXP CD
- Select "Install" when prompted.
- Select "Format" when prompted.

You will, of course, lose all information on the disk.

Could you please explain these terms from your post: "boot up ram",
"runnung", "me boot up", "tunning"?
