Cannot format clipart

I placed a clipart picture in my document, but I am unable to format it. I
clicked on "Layout" and am unable to click on any of the choices. Can
someone help me?
 
Did you put the clipart inside a text box? If yes, then you
cannot change the layout of the clipart within the text box, but
you can change the layout of the text box itself.
