"cannot find the file msconfig"

I just upgraded from WinME to Win2000 pro. I went to RUN
and typed msconfig but it gave me the following error
message:
"cannot find the file 'msconfig'. Make sure the path and
filename are correct and that all required libraries are
available."

Please help.
