You have the wrong keyboard language set as the default. Go to Control Panel
 
With Regional languages everything is OK. I have English(US) language
installed. Beside !key gives me "!"but #key gives me "/". And it's only in
email.
 
Go to Tools | Options | Read | Fonts and check your encoding there. Also
check under Regional languages | Keyboard and verify you have the correct
one.
