Cannot find any programs?

Howdy. A friend of mine has a WinXP Home SP1 box that is really broken. It
will not run any programs normally. If you click on any icon it will say it
cannot find the program (it gives the correct path) and you might want to
try searching for it. If you search for it (such as cmd.exe) it is found in
search but if you click on it in the search window you still get the same
error. Oddly enough the shortcut in the run menu to IE still works.

Does this sound familiar to anyone?
