Cannot enable shared access. Error 1003

Hi all. Is anyone familiar with this message:

Cannot enable shared access. Error 1003: Cannot complete this function.

I get this when I try and share or firewall my dialup connection in XP Pro.
I've had both of these working before, but get this message on existing and
new connections now.
Help!
