Cannot enable or disable my toolbar criteria

When i go to View and then toolbar , all of the options are shaded out and i
cannot access any of them. I want to enable one of the options but i can't.
Any suggestions.

i'm having the same friggin' problem... i dunno what to
do... it started a couple weeks ago. does it occur in your
normal windows folders as well?
