cannot enable Hibernation on WinXP SP2

I cannot enable the function. It come out a message which is "process
cannot access the file, it was used by other device" even I turn oof
by using command" powercfg /hibernate off | on.
I cannot found the file hibrfil.sys in C:\ or d:\????
